When you read and do the math, stretch it out over the 15 years, and remember that it includes and assumes today's current expenditures, it's not quites as "earth shattering"...
Also note, that it appears that some of this will be going into politically popular, and often much needed, grade separation projects on routes with Amtrak services, as would some of the highway funding.
So, unlike some of the "passenger rail foamers" on Facebook, don't start spending it all on services from San Diego to Tucson... Or, high speed rail from Chicago to Minot....
But, what has been more interesting is the distance the DOT and WH staff have kept from CA's "runaway money train" fiasco, as being any kind of "model" for this, in any of the hoopla...
Congress will be more interesting, in how the sausage is actually made... But, the chances of good projects like LA Union Station run through, Del Mar bluffs, the ACE connection with the dysfunctional project in the Valley, would likely fare better under a competitive grant and/or state population based "formula" allocation of funding scenario, similar to the highway and transit programs.
