Surf, California, on SP's Coast Line.

Depending on when the photo was taken, the train is either the southbound (eastward by timetable direction) Coast Daylight or Coast Starlight.

The siding is on the left, with the Pacific Ocean further to the left.

The freight cars in the distance are either to or from the Lompoc Branch or White Hills Branch.
