BNSF and UP connections in Richmond???

I had noticed that there are these two connections from the UP Martinez Subdivision line and the BNSF Stockton Subdivision line in Richmond. When were these connections constructed?, especially the one that is just south of the Richmond Parkway Bridge as it would seem they are used for trackage rights and detour movement access between these two railroads lines (including Amtrak)???
