Politicians seem to not understand that public transportation that doesn't go where you need to go or get you to your destination when you need to get there in a reasonable amount of time will not be used. People like cars because you leave when you want and drive directly to your destination. There is no traveling out of your way to a station, waiting for a train, doing the trip (either fast or slow depending on the type of train) then finding transportation (bus, taxi, Uber or car rental) from the train station to your destination. People will do it for flying because the travel time is so much faster than any of the other modes of transportation. But it's a hard sell to get people to travel on a mode of transportation that gets you to your desired destination much slower and with a lot more hassle than driving.
