How do you know "nothing happens"? Have you been involved with the meetings between the FRA and some of the big steam operators, such as the Fort Wayne Railroad Historical Society?

So,,,,,,,,,,,,you don't believe that a liability insurance policy with over $750 million in liability coverage is not very, VERY expensive???? How would any potential excursion operator spread the cost of such a policy over 100 to 300 passenger tickets, and still have to cover the costs of equipment rental, equipment deadhead charges, the cost per mile to the host railroad, crew costs, fuel and lubricants for the steam locomotive, etc., etc., etc.?????
