Years ago, UP had a local based out of Redmond though I don't recall where it handed off its cars.

UP gave it up years ago but thete is some kind of haulage agreement with BNSF. IIRC I heard something about UP cars for Prineville being handed off to BNSF in Klamath Falls, with the expected service delays. There just isn't that much local traffic left - between loss of industries/large businesses, truck/intermodal competition, imports vs domestic production and a general lack of interest by the railroads...
