OOS UP branch in fullerton?

Anyone know about an Out of Service UP branch through Fullerton used informally as a trail?

Is it connected to the UP system? Still owned by UP?

A trail website says complete conversion to a trail is complicated: "Before you get your hopes up about converting it from Rail-to-Trail, note that the EPA will step in during the transfer and insist on a clean up that costs about 4 million dollars a mile."
