Progressive Rail can't "abandon" the railroad because they don't own it. They can apply to the STB to "discontinue service", which only means they aren't required to operate commonwealth carrier freight service.

Only the track's owner can apply to abandon service and potentially remove or railbank common carrier track. Under limited circumstances, a third party can file for an "adverse abandonment" to potentially get the STB to allow a forced abandonment. (Typically a government agency who wants an unused/underutilized right of way for development or road expansion.)
