The contract is between Progressive Rail and Roaring Camp and does not require any approvals from the RTC. The ACL agreement between the RTC and the St. Paul & Pacific is still in force. Regarding third party rail operations. Any operator may submit a proposal to operate on the Santa Cruz Branch Rail Line. An example is the upcoming light rail demonstration between the Boardwalk and Capitola. Roaring Camp and any other third party rail operator may do the same.
