Considering how slowly the Valley work has been going, I could believe 1100 workers. So many of the structures have taken as long as (or longer than!) the Bay Bridge to build, it seems, when they're basically highway overpasses on steroids. It almost seems like they have one bridge crew, and work on one spot for 2+ years before moving on to the next. Of course, we know about the r/w problems they've had due to incompetent and untimely acquisition processes and contractors (there's a reason Caltrans does the r/w work mostly in-house), so maybe there was no reason to try to build the thing on some kind of schedule. But long-duration, disorganized construction work is a guarantee of overruns and contractor grift accomplished.
