Amtrak over Tehachapi?

For the second day in a row i saw an Amtrak headed Northbound over the Valley Line from Bakersfield. Yesterday i saw the Amtrak with three units at 7th Standard crossing and today near Delano. I was just wondering if they were running the trains over the Tehachapi's due to the bad weather he had over the last 6 days.
