Well they could take $331mil for Caltrain electrification from the Crazy Train budget or the State budget surplus.
Personally I see all these rail projects somewhat "qualified" or "questioned" by telecommuting and the decline of urban social conditions. Ergo I do not think either LA or SF are quite the magnet destinations they used to be.
I assume there is going to be a Newsom recall vote. This would be an opportune moment to put various Prop 1a revisions and alternatives on the ballot and poll the sense of the electorate. Absent something like that the dazed and confused Legislature will continue to drift and waffle under the nefarious influence of the consultant-contractor and construction union lobbies wanting to just keep stumbling along ad nauseam. And most importantly keep spending.
