If people would look at a map they'd see that because of mountains, downtown Boise is on the far eastern fringe of the population. Nampa is 19 miles west of downtown Boise, with most of the population in between.

Unless Boise and Idaho want to pay the full cost of rerouting a future train, Nampa is fine.
