Anyone have details how this happened? Is it a glitch in the PTC?

Train 21/SB 1:17 delayed 20 mins due to freight car occupancy. A freight car close to the main line track activated SMART's Positive Train Control (PTC) system and slowed passenger train traffic as a safety precaution.
