If a BNSF has enough horses, how fast can a freight top Goffs hill near Needles CA?

Every time I have visited both eastbound and westbound traffic is putt-putt-ing up the hill at 15 to 20 mph. I realize that the Power Bar desk doesn't want trains wasting fuel, but it seems ridiculous that trains have to enact the "I think I can" book getting from one terminal to another.
