Yes, you are correct. In particular, I remember promotional efforts to encourage water conservation ("If it's yellow, let it mellow; if it's brown, flush it down") and when going to a restaurant with my parents, my mother remarking the that the waiter gave me a dirty look when I requested a glass of water. All of this occurred in 1977, not 1978 as I mistakenly remembered.

However, you are right about 1978 being a wet year. There were some very heavy rainfalls in the Santa Barbara, where I lived at the time, leading to some serious landslides.

All that said, I am not currently living in California, but nothing I am reading about drought, heat and wildfires in the state leads be to believe that what I experienced in 1976-77 was anything like what's going on now.
