I was kinda thinking the same thing. That cost is for both steam conversion to oil, and acquisition of the diesels. Moving locomotives by truck, with crane picks at both ends is highly expensive. Cranes at both ends, the trucks, dot extortion, err I mean permits all add up quickly. Now factor in that the locomotives moved by barge for part of the journey, at who knows what cost, and add two extra crane picks per item for this method. Not cheap by any means.
