Total garble, no context, meaningless. But ... Amtrak never detours with passengers aboard on the spur of the moment, if there are even alternative tracks that can be used by a passenger train with passengers aboard (see: track class and maintenance, and PTC requirements). Detours are arranged far in advance for extended planned closures. If it looks like things will be closed on an Amtrak route for a long time, passengers will be bused across the blocked section, or the trains will just be anulled leaving the passengers to find their own way to their destinations, or the passengers will just wait. #3 and 4 ended up more than 8 hours late last week when BNSF had an incident that took a while to clean up.
