No, Amtrak is not allowed over Tehachapi, unless prior arrangements are made between Amtrak and UP (such as for pre-planned Coast closures done by UP for UP's convenience). Of course, Tehachapi is irrelevant to the present circumstances - other end of the state.

Bus bridge is only for short-term disruptions. A bus bridge was used to deal with a couple of day's worth of the Starlight (between Sac and KFalls). Long-term closures are simply cancellation. And note that there are at least 1/2 dozen Southwest flights a day between each of Seattle and Sac, and Portland and Sac, plus some puddle jumpers to places like Redding. The Cascades are still running, too, and more of the previous Cascades schedule is supposed to return next week. So those who just need transportation can still get it, at a reasonable price.

Also: in the case of Tehachapi, UP controls both parallel lines (Coast and Valley-Tehachapi). In the present case, it does not control the parallel lines, except for Portland-Salt Lake City which is not a reasonable detour.
