For clarity, the "610" trips was the number of trips required to be qualified for passenger service. Thus, once you had 611 trips in, you were able to operate passenger trains. Since the pilot isn't permitted to operate a detouring train (at least not officially), the 610 rule didn't matter. (Worthy of note: the "610" rule didn't apply to Peninsula Commute Service. Qualifying for that was up to the RFE.)
