If you read the article to which the first link I provided goes, you'll find the following:

"Of the announced funding, $4 million dollars will be invested into improving the southern end of the existing freight rail service line. SMART Commuter Rail, a public transportation agency in the Sonoma-Marin Area, has taken over this section of the line and currently operates passenger and freight rail transit."
