Control Point RV 183 (Donner Pass) Question

Got a question about the relatively new control point RV 183 (east of Shed 10 and west of Norden). What is the purpose of this hold signal?

Is it convenience for MoW to get on/off (and not tie up the Shed 10 control point?

Or are there plans for a x-over to allow greater flexibility of the 2 main tracks?
