According to posts on Trainorders, Virgil Staff's photographic estate went to FRRS, Portola, where volunteers are drooling over carefully archiving (ahem) the materials..

However, when I Google his name, a record also shows up for the California State Railroad Museum archives. They have four boxes of documents.
