Electrification is needed for Victorville-Vegas, as the ruling grade on that alignment is well north of 4%. Meanwhile Bakersfield to Palmdale will have long 3.3% grades. Climbing at anything faster than a crawl can’t be done with diesel: you need many megawatts delivered through a pantograph.

The key link is Bakersfield - Burbank, not just Bakersfield - Palmdale. The existing Antelope Valley line is uselessly twisty. As soon as the US Congress funds that, California HSR becomes a viable project. Until then it is not.
