Right. But only if railroad #1 already has, or is getting, trackage rights on railroad #2. Otherwise, railroad #1 would have absolutely no reason to have employees qualified to operate on railroad #2.
So, why and how did BN or BNSF qualify you to operate on their line between KFalls and Bieber, why didn't they use one of their own engineers to pilot Amtrak, and how long before piloting Amtrak did BN/BNSF qualify you?
