If CN / KCS proceeds, one can't help wondering what sorts of conditions would be required by the STB. Remember, for example, BNSF got rights to operate over (and serve customers) between Denver and Stockton after UP/SP. CN and KCS are portraying their proposal as not parallel except for Baton Rouge to New Orleans. I suspect the Board won't agree - even with CN offering to give up its Baton Rouge segment (with Amtrak service) and taking KCS's route (no Amtrak - at least for now and a lot more petro-chemical business. CP might find itself winning new markets without taking on a lot of the debt that CN would with their plans.
