If the City and residents want a quiet zone today for the UP traffic in San Timiteo Canyon, then the City would have to pay for it....
If the LA-OC-IE-Coachella Valley service is ever going to happen, then why not put yourself on record as demanding quiet zones as a conditon...?
It costs a politician absolutely nothing, and makes it look to the simpler folks, like they are being "responsive" to their constituents, without having to do anything other than jack their jaws... So, it is often a cheap political stunt at a bargain price....
Meanwhile, the quiet zones are indeed popular with people in Riverside....
It will cost at least a billion dollars for the additonal tracks and connections to get this service done right, so why not throw in quiet zones, too?
As to the Perris line comparison (spending a ton on the infrastructure, only to then run crappy inadequate service levels...?).... RCTC has a of work to do, to do this right, and should plan for a real LOSSAN level of IC and Commute operations over the pass.... And then, hopefully they will not have spent that kind of money on the capital side, to run crappy service levels, that fail to produce the kind of alternatives that folks would use in sufficient numbers to justify the investment like with Perris...?
