The California State Legislature needs to change the restrictive costly provisons of the bond measure to remove the "mandated" performance provisions, requiring a "cost is no object", and make cost effectiveness the test for all incremental investments of State bond funds. The legislature has the Constitutional authority to do it. If those who are critics are serious about reform, it could be done with bi-partisan support. They need to look at having the San Joaquin Authority takeover the entire project, finish the stranded investment from Waso to Chowchila, and complete ACE Altamont link, so taxpayers might actually see some utility from this gold plated bloated fiasco in the next ten years...
