Those mandated performance provisions have been routinely ignored by PB. The Palmdale Detour is the most egregious example. Van Ark tried to remedy that but only got fired. The whole idea of mandates does not work around here as the Party controlled judiciary will not enforce them.

California has too much money it seems and that invites intentional failure. Witness the manifest stupidity of BART broad gauge, setting the theme for the Palmdale and Pacheco capers.
