Too many railroads in the East and Midwest. ( FIVE Major RR's just between NYC / NJ Metro Area and Buffalo ? ) Many of the retrenchments & bankruptcies were really market corrections. The rail industry being heavily regulated and taxed certainly didn't help; neither did restrictive union work rules. A four - man crew being called on Erie Lack - O' - Money just to deliver ONE reefer ?
