Blank, yes. You are correct.

Invalid on the other hand means they added a write-in (no Q write-in allowed for that election) and could not be voided (like when folks mark yes AND no-then you only get three ballot chances) .

It can also mean the ballot was rejected by the Reg office during verification.

During four year elections (like 2008) there are LOADS of ballots with just the Pres contest marked and nothing else. Nevermind the other 61 contests/measures!
