My neighbor comes home one weekend, says they're off the North San Joaquin footing job. He explains that they were about to head for the South side to start there and finds out they hadn't finished acquiring all the required land. So off they go to the LAX project. A month later we talk and he says the prime came back to them to come back to the project, they were now ready. They said no, prime was in breach anyway so they had to rebid the project and ended up paying near double. If you talk to people this has happened many times. That $20B will get pissed away just like my example.
