It must be a California thing. ST2 and now ST3 have gone pretty well for Rogoff since he arrived in 2016. The STs are good for 60+ billion and no major overages yet. Skyrocketing real estate prices and covid delays have caused some pause lately but price adjustments have occurred before bids will/have go/gone out and not after.
Morales was only responsible for 5 billion in bids and yet got bilked, what, 50-60% of it? And then he has the gull to blame the Feds for rushing him. Please, as if the CAHSR friendly Obama admin never, ever modified the ARRA and FY10s for him.
