Belen in a HSR discussion is beyond reproach.
Currently FRA "HSR" minimum standard: "1. Tier I Passenger Train means a short-distance or long-distance intercity passenger train providing service at speeds that include those exceeding 125 mph (201 km/h). These trains may operate on shared tracks with freight trains [33]."
Lines such as Virgina, Ohio, North Carolina, Arizona and etc are eliminated from HSR fund contention leaving CAHSR and a few privates. NEC has there own pot of funds.

I doubt they'll go for 125 speed capability, but you never know.
Brighline put in a short 20-30 mile 125mph section hoping they would be HSR eligible, maybe Colorado will choose the same.
