Why would anyone in their right mind want to fire up an engine with a row of broken staybolts? If the "owner/controller" knew about that situation and wanted to run the engine anyway I would have to think that was pretty damn stupid and shows a lack of concern for both museum folks and any members of the public who happened to have the misfortune of being present. This could possibly have become the Gettysburg of its time! A good reminder for those who want to operate safely and responsibly. There is no reason to take chances like that.
