Stolzman succeeds Fox as PHL president; Fox assumes managing director role

Pacific Harbor Line Inc. (PHL) recently promoted M. D. “Mike” Stolzman from vice president to president to succeed Andrew Fox, who was promoted to the newly created position of managing director.

The short line also appointed Otis Cliatt VP to succeed Stolzman.

VP the past four years, Stolzman joined PHL in 2005 as general superintendent. He previously held various management positions with the Chicago & North Western and Union Pacific railroads, and CANAC, and was a career officer in the U.S. Army. 

Fox had served as PHL’s president since the short line was founded in 1997. Prior to that, he spent 23 years in various operating, finance and executive positions with the Southern Pacific Railroad.

In his new role, Fox will focus on strategic planning, major external relations, and contractual and legal affairs.

Cliatt most recently served in Babcock & Brown’s CMC Railroad unit. He has 17 years of railroading experience, including operating positions at UP and a stint as regional VP of CANAC, and previously served in the Army. 

An Anacostia & Pacific Co. Inc.subsidiary, PHL maintains 75 miles of track owned by the ports of Los Angeles and Long Beach, Calif., and serves nine on-dock intermodal terminals.

The short line provides switching services to the ports and dispatches all BNSF Railway Co. and UP trains within the ports.
