The 85% rule

One problem has been the 85% rule in the federal standards and adopted by many if not most of the states. It does not allow the setting of speed limits lower than the speed of 85% of the drivers. So if you have a suburban arterial with four 12-foot lanes it will be treated by drivers as a freeway. After all, it looks like one.

So what to do? Modify the road so that people will slow down: ten foot lanes, diagonal parking on opposite sides of the road on each block so the road meanders or perhaps crosswalks at sidewalk level to give speeding drivers a vertical thrill. Worked for The Netherlands.
