I have no idea. I did hear a rumor that UP had something like 250 trains that were delayed, parked or detouring before it reopened. My GUESS is that UP will be struggling not only to clear the backlog, but also process the flood of cars through their now "more efficient" yards. And don't forget the customers themselves will likely have their own capacity restraints, especially if UP just dumps a slew of cars on them at once. Maybe UP plans to pay for the delay costs through demurrage charges?
If UP just keeps dumping trains into the Northwest, they may not have enough extra crews to pilot BNSF detours which I would guess would be limited to one each way a day. And at some point there will be a push to restart the Starlate but they don't have the same crew issues unless UP kills their trains on hours of service.
