I'd go slightly farther than Jeff. The entire railroad north of Cloverdale is included in the current process to pull up the tracks and convert most portions to a trail. Most discussion here has been about Willits north, but the actual paperwork and proposals have been for Cloverdale north.
As a practical matter, as otherwise stated, there are too many washouts, bridges down, and tunnel problems, and too little potential rail traffic even in the wettest of dreams, for any part of the line north of Cloverdale to be resurrected as a paying railroad operation. Let the trail people have it; they have access to the public funding trough. If you have an actual freight load, hire a truck. Highway 101 is in fair shape.
