Looks like Tamper pressed steel wheels. Weight is probably an issue. A couple of sets of trucks made out of the material the railbikes use would have better riding quality.

Reminds me of "SunTrain" back in the 1980's when SP sold off the north end to Eureka Southern.
Some pot heads were blowing smoke out their ears about creating a solar powered train to Redwoods?
