Bzzzzt!! It's Beulah the Buzzer. In Calif, as in most states, you have to register to vote. You also have to sign up for an absentee (a "mail-in") ballot. This has been the case for at least 50 years. Most other states have the same procedures.

Now if you want to talk about purging the voter rolls, that's a county-by county bureaucracy thing (which is also true in most other states).
