The weird thing to me is why wouldn't they just export out of the existing coal terminal at the Port of Stockton? No rehab needed at all, and the Port of working on improving their rail bridge and storage capacity to handle more modern CWR trains and ethanol unit trains.
Future state investments in freight rail and the ports could get caught in the crossfire with this if McGuire get his legislation passed. Hopefully it's rather specific similar to the ban on TCIF funding from the Prop 1B days for coal terminals. That was from the previous backlash against the Port of Oakland.
