One big pipe dream.

If coal is going to be exported, it will probably go through the Mexican port of Guaymas. That is soon going to happen with some Colorado coal being mined near Trinidad.

Why bother with NIMBYs and environmental regulations when the Mexicans will welcome it with open arms?
