Maybe there can be a fix for this problem...

Maybe the CTS can get Dickens from the UP down there to solve the problem. He can contribute some serious guidelines on the condition of all the locomotives and operations as a whole. Especially with water treatment and boiler wash procedures. But since its a gubmit operation I doubt this will happen due to lack of funding for the salary that it would take.
