It's almost certainly unconstitutional, and like a similar Florida law will be blocked by a court, but yet another thing to dislike Texas for.
It specifically labels social media and all other internet communication providers as "common carriers" - not clear in the story whether that results in Railroad Commission jurisdiction (probably not, but a nice theoretical railroad connection.
If Texas wants to see what the result of the policies they're demanding looks like, they might want to take a look at Altamont.
