This 2030"estimate" may more likely include the total of all "expected" or RR supplied "needed" capacity, including local and switching operations moverment, in SD County, and not necessarily a "cordon count" at Del Mar. So, they may not be smoking as much as the troll is, after all.....
The mythical future "container port" in northern Baja, and other such "magic" has been looked at for years, and have been part of the SDAE fantasies, since I worked on some of that in the mid nineties.... And, this phenomenon is not unlike those reported recent sitings of those coal trains operating in the Eel River Canyon, where it is reported that big foot has bid the pool job.....
