Not saying it's the case here, but unfortunately having "the full ASME stamp on it" does not necessarily mean the boiler actually meets ASME code. Look up the history of The Benson Mountain Company for examples.

And this particular "rebuild contractor" which is the subject of the OP's question seems to have a checkered past with regard to regulatory compliance. Their recent bankruptcy filing appears to be a result of this, and is probably why the question was raised.
