The coal is low sulphur from Utah and Colorado and goes to both Stockton and Richmond
Metro Ports at Stockton has a facility at Port Stockton and then ships go to Richmond to be topped off as Stockton cannot load the ships to full capacity due ratio depth of the Stockton ship channel
