I heard about the same scenario that happened with the CP last night on the old Milwaukee Road west line. The train had a local pick up and set out. They did all that but couldn't air up once train was put back together. Conductor called in and said we can't air up and what should we do? Dispatcher said walk the train and try and find out what's wrong. Ended up being a autorack had 2 airhoses connected together on one end to make a long one and when train slack ran in the hoses came unhooked. So they setout the car on the siding that they just serviced. Meanwhile a second conductor walked way back and put out a fusee to protect rear of train. CP sent out a vehicle from 25 miles away to give that conductor a ride back to head of train. Meanwhile single line main was tied up from Bensenville to Savanna. Now I thought locomotives carried wrenches and hoses to do repairs like that?
