NYC-Buffalo train service via Scranton, Binghamton and Elmira has been a wish list item for those of us who live in the region since NYC-Scranton Amtrak service was first discussed in the 1980s.

The Southern Tier of NY (Binghamton, Elmira, Corning, Hornell) has been left out of the NY-funded Amtrak Empire Service (NYC-Buffalo via Water Level route), despite promises early-on that there would be trains routed Albany-Binghamton-Buffalo as the number of Empire trains increased. Currently Amtrak runs 13 trains NYC-Buffalo and no movement has been made to route any of the added trains to the Southern Tier route, just as many predicted in the 1980s when NY started the Empire Service.

Amtrak starting out with NYC-Scranton service that sees graduated extensions to cities in the Southern Tier and ultimately to Buffalo is the Southern Tier's best hope to see passenger rail service revival, because the state of NY simply ignores the region.

Pre-Covid daily commuter bus service from Binghamton-NYC was a respectable business, roughly 1/2 to 2/3 of the Scranton-NYC commuter bus business. A case can easily be made that restoration of passenger rail service to the Southern Tier via the old Lackawanna/Erie Lackawanna routing is as viable as the midwest service routes that Amtrak is proposing or the NYC-Allentown or NYC-Reading service that is being proposed.
